Pedestrian countdown and hybrid beacon

A pedestrian countdown shows the seconds left in the pedestrian change interval. It is displayed only during the flashing UPRAISED HAND, and not every flashing hand has one. After being dark between uses, a pedestrian hybrid beacon shows flashing yellow, then steady yellow, then steady red, then alternating flashing red. The dark state is the resting state between uses, so it is not one of these lit stages.
