The Flicker Is Our Air
Scintillation — twinkling — happens entirely in Earth's atmosphere. A ray of starlight bends slightly each time it crosses between warmer and cooler pockets of air; the pockets keep moving, and the narrow beam wanders in and out of your eye. Seen from space, nothing twinkles. The flicker is a measurement of our own air, not of the star.
